Introduction to Warren County Comprehensive Plan
 This is the Comprehensive Plan for Warren County, including the cities of Bowling Green, Oakland, Plum Springs, Smiths Grove and Woodburn. It represents the culmination of over two years of work. It is the officially adopted guide for actions and decisions on the use of private and public land, the provision of governmental services and facilities, the planning and construction of streets, highways and other modes of transportation and the planning and construction of utilities and facilities including water, sewer and storm drainage, parks and open space.
The 1990 Warren County Comprehensive Plan was originally adopted June 20, 1991 . The plan document provides a general overview of the process undertaken to prepare the comprehensive plan. It presents the major findings and trends, the opportunities and restraints, and the challenges facing Warren County. It presents a vision statement for tomorrow; provides policy direction Warren County Comprehensive Plan-Part III-Policy Plan and makes recommendations on how to implement the plan to realize the vision in a world of growing complexities and ever changing technologies, this plan is envisioned as being open ended.
This means that it should be and must be periodically updated, altered and revised as the needs of the community change. Set in a thirty year perspective, the plan includes a schedule of implementing actions subject to biennial revision. The 1990 Comprehensive Plan is designed to be flexible enough to accommodate changing conditions and needs but at the same time, its goals and objectives are permanent enough for long term decision making.The 1990 Comprehensive Plan for Warren County represents the first complete review and revision of the various elements of the former Comprehensive Plan, some of which were more than 20 years old. The 1990 plan was developed to reflect the needs of a changing and growing community and to meet legal requirements.
The Plan is made up of three parts:
 They provide a background and framework for the Policy Plan and the Agenda for Action. The studies cover population and housing, the economy, utilities, storm water management, transportation, recreation, health services, fire protection and a broad range of environmental topics.
In addition, the Base Studies contain projections of future growth as it relates to each base study topic. The Base Studies were prepared to comply with KRS 100.191.The Policy Plan contains a Statement of Goals and Objectives as required by KRS 100.187. In addition, it is a compilation of public policy statements intended to offer both general and specific guidance for decisions on the issues the community faces in its continued evolution and development. The policy statements address the issues raised in the Base Studies, by citizens and by the Comprehensive Plan Task Force.
The Policy Plan establishes the guidelines for the Agenda for Action.The Agenda for Action is a series of specific recommendations and priorities offered to the Planning Commission and its member governments and to the special service districts serving Warren County. It includes a listing of specific projects and tasks to be undertaken by the Planning Commission and the member governments to implement the Policy Plan.
Each component of the Plan is interrelated with the other in that the Policy Plan addresses the issues identified by the Base Studies and the Agenda for Action recommends specific actions to carry-out the Policy Plan.
